The UK must find the right balance between protection and innovation if the country is to benefit from converged communications, it is believed.

Lord Stephen Carter, minister for communications, technology and broadcasting, said that there are few examples of where such a balance is found.

He made his comments at the Joint Westminster eForum & Westminster Media Forum keynote seminar: Digital Britain, which took place at the Royal Society of Medicine in London on January 14th this year.

Lord Carter claimed that regulations should be put in place that are "not so punitive that they stop product or technology innovation or lower league access to the content that the new platforms are offering people".

He added that everyone agrees that rules should be put in place.

Lord Carter will be developing a new initiative named Digital Britain and he will form a report that will thoroughly look into the UK's digital economy.

According to a recent survey by Connect, the two biggest IT headaches for businesses were 'everyday hassles with IT' (37 per cent) and 'security concerns' (32 per cent).
